However, the key concern then becomes whether or not all theories shaped in the history of Islamic political thought are actually seeking the establishment of an “Islamic state”. Therefore, Islamic Law ( Shari’ah) is also in need of a state for its sanction and application. It is obvious that any legal system requires a government to adopt it and the apparatus of a state to implement and enforce it. Even the so-called modernizers have in mind some sort of theocracy, a state in which religion plays a leading role 1. One of the comments which writers on Islamic Political Philosophy often make is that it is irremediably conservative. Its considerable impact upon the politics of Muslim nations can be attributed to the strong inclination of the population towards it, and thus the powerful voice that it is given by them. However, it is impossible for any political theorist to ignore the role of Islam in the public lives of Muslims. The influence of religion upon politics is not a phenomenon that is confined solely to the Islamic world.
